That's...Odd. And terrifying. The weird ambiance noise in the background certainly doesn't help. Unfortunately, I know nothing about Morse code, so I can't translate it.

I still don't think it's Morse code. Well, it might be coded Morse code, but regular Morse code would be a bit too easy.

Then again, noticing the page was probably supposed to be half the challenge.

It's a shift cipher. I took the RSEVEN RSEVENs off and decoded to get:
WRGENTMSGTOLORDSERVANTSORICKNOWSOFTHIRDWEAPNNDISPERSEANDHIDEIFPOSSIBLE
I think the data was corrupted:
URGNET MSG TO LORD SERVANTS: ORIC KNOWS OF THIRD WEAPON. DISPERSE AND HIDE IF POSSIBLE.
