FINALLY, I am severely wary of messing with Cain just to get revenge on Chief. Or whatever. :<

Not exactly a Sibling, because he's not related to Oric.
But the Underside is a Mock-DL.(Kind of funny how Ch. 2 is Nepotism, where we spent most of our time in the Underside)

Hence Nepotism. Not good enough for a soul star, but not going to let him go empty handed. While he was in charge, Cherish was actually the one powering the show. Which is curious.

Do all soul stars power a level?

So far it seems so, with the exception for Al's soulstar. Which may not be an exception.
