So if we did make it a non inventory item we'd get limited benefits? Or none at all? I'm sorry, I just really want to know how this works.

You can't make it a non-inventory item as it has an activated effect. If it didn't, it would just be something Ciro called up or referred to As The Plot Demands and outside player control. And it definitely wouldn't return a player-readable scan spoiler.

Basically, inventory items allow players to breach the fourth wall and give suggestions while non-inventory ones are implicitly walled off.
