Squid people should be winning by a longshot...who doesn't like squid people?

Besides, who can really affect us when we're miles under the ocean surface, and (at least earth) most planets are mostly water, we have so much more space for people, especially considering we can live in three dimensions far more easily.

50 billion on a single world sounds like it'd be average for non-city or farming worlds.

Shockwaves. Every explosive effect in oceans is increased by more than tenfold in some cases.

Edit: Anyway, locked voting. Seems there's still a tie, so I'll be getting a random roll.
And it seems like we'll be playing with elves humans. Interesting.

Nope, we cannot. That is, unless we have an obtanium that would float in the middle of the ocean at different heights and we can survive the wildly differing pressures, we'll be limited to either the surface or the bottom.

Also, there can be no fire underwater, thus no smithing, thus no progress. Also also, an underwater race will have almost no incentive to explore the air that kills them (doubly so if they live on the bottom), so the state of abovewater exploration can be roughly assumed to be the same as our progress in exploring the ocean depths, slowed by all the above factors.

In short, an underwater race is simply unworkable on any development level above and including the basic tool use.

So you are somehow saying that
1. fire is the only way to produce heat, especially when working at the ocean floor, where there are volcanic vents
2. they can't use ballasts to float at different heights or make spheres, with chains to prevent it from rising
3. technological progress is entirely dependent on the ability to heat metal
4. that an underwater race will have no incentive to explore the world above them, which would kill them, similarly to how humans obviously have no desire to go into space, which also kills us.

Because you know, only humanoids can wear body suits.

To Ebbor: Yep, that's why they like 'em in warfare. Sure, you know, a nuke would be all the more devastating, but that's just part of the fun!

1. You can't smith underwater. Not without advanced technology.
3. Often, it is. Smithing is an important part of the tool --> better tool cycle, and kinda essential to make spaceships.

Anyway, space hippies.

Hippies won. Can't do stuff about it. You can go for a rebellion though. Not sure the Inquisition will play nice.

Anyway, questions for UR to finalise the setting. (Also, finishing this by post, PM, or other way)
- Current monarch + Succesion (How?)
- Current leader of the Theocratic council
- The names of the 5 most important guilds
- How does getting in each of these work?
- A theme for naming worlds/ ships

Certain phosphorus compounds are self igniting, and phosphorus is pretty common
Extracting it and making it workable probably requires more important instruments than you can make without metals.

PRESSURE. Without some way to mitigate the wild pressure differences, the race can only exist on a single 'layer' of ocean. Also, haven't you thought why intelligent life developed on earth on, well, Earth?

2. No, they can't, because they have no materials for them. They can't have chains because they can't heat metal.
3. Yes, exactly. Without metal, every single task will be greatly hampered (from construction to farming) and any progress involving spacefaring is rendered simply impossible.
4. They need materials and technology for bodysuits. Neither of which they have because they only have access to whatever grows on the bottom/floats on the surface/is reachable from the surface.

For phosporus, we need to have both phosporus on the planet and the means of extracting it in an era when we don't have anything. Literally. Unless there's something sufficiently hard for tools on the ocean bottom, we're completely stuck.

Also, I just thought of another thing. For civilization, you need farming or some other way of getting a crapton of food while at the same time freeing up people to become builders/artisans/scientists/warriors/whatever. This completely destroys the possibility of life anywhere above the bottom (unless you build abovewater farms) and if life exists there, it'll take an eternity for them to reach the ground (because pressure), another eternity to start smithing (because they're completely unfamiliar with metals) and... well, comparatively not too long to actually get out into space. And by then they aren't underwater.

The only way I see any form of water-based civilization working is if we have a surface-living race that makes its food on islands or at least shores and has a good reason not to get the hell out of water for full-time living on dry land. Oh, and it must have a non-existant on Earth material that is sufficiently hard to make tools (and, later on, spaceships) from.
