On the other hand, tailor is also incredibly easy to raise. Bone needle (only requires survival 1 now iirc) -> murder a dozen animals -> use mountain of sinew to reinforce the mountains of random clothes laying everywhere.
It's not like computers which is a massive PITA to raise unless you get lucky with books.
Also I'm not sure which armor you think is the second best, if it's survivor suit I personally think they are both underpowered and not really worth making.
Yeah, last time I made it: survivor suit has enough warmth to make you uncomfortable in summer, while also not enough to compensate for winter. Protection is comparable to a decent set of fitted/reinforced clothing, but with generally better EP. However, it guarantees some encumberment on all limbs- which is undesirable depending on your class.
This whereas you can customize your encumberment when using individual pieces. It also focuses all attacks on one piece of clothing rather than over several- so it takes hits more frequently.
Storage is also about comparable, & waterproofing is nice.
Overall it's take it or leave it- no significant advantages over top-tier clothing, except perhaps while it's raining (which may save on a point or two of total encumbrance).
Power armor is nigh-impenetrable. Problem is power consumption- you have to switch it off when not in combat in order to save energy. So you're constantly trundling around in ENC 5+
