Ok, this in unacceptable. This wool merchant has gone too far, so we need to do something about this.

In accordance with the new rule, my suggestions in bold:

1) Give clemency to our new prisoner on the condition that he tells us EVERYTHING that might help us, including anything about the disappearance of his sister.

2)As soon as weather permits, FORTIFY THE BARRACKS AT THE MINES

3) Contact the Rat and see if he can locate the hostage(s) the wool merchant is keeping, and see if we can arrange a rescue.

4)Regardless of if 3 is successful, I think it's time we arranged a quiet assassination of the guy. We won't tolerate this anymore

Organize that assassination. I am good with all of this.

Disagree, there is little point when we can charge him legitimately.

1. When did the wool merchant try to kill us before?

2. No assassinations. We've got legal methods, use 'em.

Let's not bold things right away. It fails to account for discussions that will inevitably take place over a day. Toward the end of a discussion, various people can then sum up the conclusions from their perspectives. The page is a mess of bold words, and it's only been a few hours!

The captive. Give him clemency only after he tells the other local nobles, Sir Denton and Sir Percival, and is read his confession with these lords as witnesses, and is observed putting his mark (such as it may be) on the written confession by them.

Wool merchant. Get the rat to send one of his best con-men as an ordinary clothing merchant wishing to sent up a fairly profitable but not outlandishly good deal with him, ideally by approaching a small wool merchant first that's obviously not able to meet the order and getting a referral to the big player. As ho-hum and plain jane as business transactions can be. The hotel where the meeting takes place should be near the docks. We personally intercept him with our rangers on his way to the meeting, and haul him aboard our ship. Off to the duke with captive and confession. The duke can break him through torture, or simply connect the dots.

Let me be clear what happens if you approach this like a 21st century legal case with polite litigants: you get a floating body in the harbor of folesden that won't be selling much wool any more. The count gets off.

Still, no assassination. That's just dumb; it'll backfire a hundred times before it goes right.
Similarly, no baseless accusations against people in superior positions of power. Or people with support from such people.

Which leaves gathering evidence until we can overcome any barriers of social class in the way.

The wool merchant is worth more to us alive. Far, far more. He can give up the Count, particular if we offer him clemency rather than irrelevant henchmen. The trick is keeping him alive once the Count knows. This means that our current prisoner has to stay discreetly imprisoned at least until we have abducted the wool merchant.

Getting the hostage back will give us much more evidence. Through her we can find the kidnapper, and through him we get the wool merchant lock, stock, and barrel. I only hope she is still alive.

I suggest we kill them. Kill them all. Nobody to kill us after we've killed everyone that's left. Simple logic.

Well, that's impossible, and unethical, and stupid, so forget the notion.
Oh, wait, not bolded.

Anyways, I have honestly forgotten when we found that wool merchant last. Could someone remind me?

He was the person that put the men who tried to kill you in your old home up to it. Presumably he is working with or for the Count, based on the evidence you've seen. And, as Gervassen said, I think the bolding may not be as great of an idea as I thought it was, given the back and forth nature of the discussion. Disregard it for now, until I think up a better solution.

Oh, I forgot that. Perhaps because he was an unnamed person who was basically guilt-laundering the Count.

I would suggest we ask our council what thoughts/advice they have to make the town more populous/prosperous.  Maybe they'll have some insight that we yet lack?

Besides that, getting the Rat to sneak after the wool merchant, find out his name and any dirt.  And check if he has any leads on information tying him to the count, even if he lacks the info already?

Maybe have a small party with your council for your birthday?  And since it's been a year since the assassination, and given the recent events, maybe try and lighten the mood and make the peasants have some fun?  Maybe hand out some a small party/feast in the town?  I dunno.

Also, maybe we should begin cycling wheat?  Wheat is planted in the fall, and it germinates/builds energy during the winter cold.  Then during the late winter/early spring it sprouts and is harvested.  It would allow some extra food crops, and some rotation to preserve soil nutrients.

We've already incorporated crop rotation, long time ago.

Wasn't that just a summer harvest/planting?  Growing in winter is still viable, that's the time when wheat is grown mainly.

Why not just say that bolding is you 100% vote and if you spend it early or on something frivolous you have to live with it. Dickish, but it's what I would do as a GM.

^Not my style, but that's a valid option.  However, what if they are convinced to change it?  Edits?
