How to Effectively Limit (Currently) Illicit Drug Use?

I suppose I mean those considered illegal in the U.S, but it shouldn't be limited to that. . . There has been a 'War on Drugs' for quite a few years, with somewhat mixed results. . .

What can be done?  What should be done?

Legalize it, or don't. Don't go halfway and keep the cartels in business.'

Edit: Although clicking your link seems to indicate you favour actual legalization, so I wonder why you said decriminalization.

Because it's politically feasible; salami tactics, if you will. It's the same way we used - and still are using - to make slaves human beings and women more than washing mashines with attached naughty bits.

Legalizing pot will crash the cartels business pretty well by itself. It's their biggest product by far, despite popular belief.

Decriminalization has its place. For one thing, it lets us directly go after the userbase of things we aren't willing to legalize, like PCP. By rehabilitating the addicts of the most dangerous substances, we will further hurt the cartels. Just putting them in prison for a decade doesn't really do that.

I think we need some defined terms here. Whenever someone's like "Hey, pot should be legal!" there's always some guy who's like "Woah, dude. You don't want the government regulating pot and turning it into big tobacco and ruining the entire industry." And then the first person usually says "That's not at all what I meant" but the second guy is already too far into his tirade to listen.

Decriminalization:
Not legal, but there are no criminal penalties. Speeding, for example, is illegal, but you will not go to jail for it. (Or at least not it alone)
This means companies will not be able to legitimately offer the item for sale without significant risk, making it fairly easy for criminal organizations to benefit from this status without much in the way of legal repercussions. To combat this, you'll often possession decriminalized while selling or producing remains illegal.

Legalization:
Actually legal. There may be regulation and limitations on commerce and quality and manufacture and taxes and whatnot, but they will be on par with those of other legal goods, such as food and liquor.

Why don't people just firebomb where the terrorists pirates stoners may or may not be and let the problem solve itself out. It'll be doubly effective because all the smoke will attract more stoners.
