The Li Halan have been lashing out as a belligerent and hostile entity. They had no more claim to Tethys than the Decados and it was many, many years after we had already colonized the planet that they expressed any interest. We do not take into account other worlds and their proximity when deciding where we colonize. Tethys is of strategic importance to my people, not simply as a raw manufacturing world to be exploited by the Li Halan machine. If your house's envy is so great, your greed so insatiable, perhaps you should consider bartering Absolution in exchange for outer worlds.
In light of this mainiac's threats and outbursts, the Decados belief he is unfit for appointment as Fleet Commander.
