We 're talking about dwarves, anything is a weapon. Anyway I don't see why you should have more than 50% weapons/ shields/bucklers than you have appendages you can use them with.

And ideally name and sex. A reminder: The dwarves DON'T belong to you
And every dwarf that will be added will probably get less attention than the starting 7
Imagine them as being background workers, this is the only way I see progress and later war happening.

For the Villains... well, you don't need much, because I will contact you once your turn is up.
You can specify what you'd like to play, but I'd like to keep it simple like [Goblin] / [Beast] / [Necromancer] etc
And I hope I don't have to tell you that you'll have to be discrete to make this work
You will most likely take command of a squad (which will eventually get bigger)
