Milk isn't considered a drink, so it won't function as alchohol.

this is how you would get a milk-able liquid from a creature; now the question is how do you milk a fish.

[STATE_ADJ:ALL_SOLID:frozen carp's whiskey]

[STATE_ADJ:LIQUID:carp's whiskey]
[STATE_NAME:GAS:boiling carp's whiskey]
[STATE_ADJ:GAS:boiling carp's whiskey]
[PREFIX:NONE]
[MILKABLE:LOCAL_CREATURE_MAT:MILK:20000]

or in your case with a material already defined as being alcohol this being the blood of our whiskey carp you just need this tag:

of course doing this way requires some tweaking to get the blood to be properly used and stored or you just can rename the first example whiskey to blood and pretend it is blood.
