The easiest way is to set a civilian alert.

I had trouble keeping the kids alive on my no-immigration fort until I made a big "Indoors" burrow and restricted civilians to it.
(Plus a few more burrows for specialists who do need to leave the fort)

Once the wave of kidnappers and goblins are slaughtered by the militia, the alert is cancelled just long enough to collect the goblinite.

I just set up a burrow within the safety of my defenses and assign all the children (and the more valuable adults) to it. Active military units don't respect burrows anyway, and other than that the only people that need to go outside are the woodcutters (and the miners, underground).

Children you rescue shouldn't behave like rabid beasts.  I guess your regular companions shouldn't act like rabid beasts either.
I think that's a little more impossible than I'm likely to have time for.

The only drawback is children under age 1 ignore the burrow, primarily because their mother carries them outside of it.  If the mother is also burrowed, however, it should (in xtheoryx) work flawlessly.

Zepave Dawnhogs the Butterfly of Vales the Marsh Titan ... was taken out by a single novice axedwarf and his pet war kitten. Long Live Domas Etasastesh Adilloram, slayer of the snow butterfly!
Doesn't quite have the ring of heroics to it...
Mother: "...and after the evil snow butterfly was defeated, Domas and his kitten lived happily ever after!"
Kids: "Yaaaay!"

build a scuplture garden only accessible from inside the fort, so they can hang out there. My outer drawbridge is almost always closed, and if i need to get wood or build somethin outside, lower it, send the militia out, and after they are stationed people can get to work. Then, i activate the civ alert that keeps all civilians inside, get my militia back in, close the fort. Voila: no more tantrum spirals from kidnapped children and ambush-killed haulers.
