How many Congresspeople do you think expect that it's okay, since they can just pass legislation requiring the Sun to return to the correct phase of activity once this whole budget thing blows over?

I bet there's at least one.

MAVEN launch preparations have been resumed.

Not because of scientific reasons, but because NASA managed to convince officials that it's needed to maintain a secure connection to the rovers.

Also, Russia apparently has an Anti Extraterrestial Taskforce thingy Link

You have read that article wrong. It was specifically said that Russian Aerospace Forces are not capable to fight extraterrestrial enemies at all.*

*Mostly because those are just land based operators of spy satellites that army had not given a better name.
