He's a comedian yes? They're are all characters he developed during stand up I believe.

As in the movies, the joke is that he's fucking with the people he's interviewing, who don't realize he's a comedian. He's not subtle about it either, if you're looking to be clued in. From the video:

Can't they go to work anyway? I mean, most scientists I know would get to work even without pay for a few days/weeks, because they love what they do, you simply don't get into research for the money.

Now, of course, it might be problematic since they cannot pay their suppliers, but doesn't NASA had some money of its own? When is the next launch windows anyway?

I guess that legally they can't even pay for ongoing electricity usage and equally important - for armed security people (no matter how few of them - it might be just one guard at the main entrance who checks badges) who guard the whole thing.

If you're not working there, you don't have permission to be on site. The entire thing would also break most labour laws, and a signifcant of safety restrictions, and some other stuff. Unpaid labour is illegal, after all.

Next launch window is in 2 years. However, the next launch window that is as usefull as this one is in 6-8 years. (Because well, launching a probe intended to study the effects of the sun activity is best done at a point when the sun is active.)
