If he wants a specific item made out of a specific material, then what you're dealing with is a demand, not a mandate. Demands are safe to ignore - all that'll happen is that the noble will get unhappy that you aren't meeting his demand, and he'll eventually forget about it.

That is what is commonly called a "coincidence" - he randomly made a Demand for a window in some room (as all nobles can do), and shortly after the demand ran out, he randomly made a Mandate to produce one of his favorite items: a window.

Right. On a side note, when I read this post I hear it read in the voice of John de Lancie as Q. Very condescending and sarcastic.
