After reading this article posted earlier this month by Reuters, I'm inclined to think it's Israel.

My money is on Russia, who probably wants everyone to think that Israel is behind it. Seriously, it's the perfect cover to cause harm to Iran.

My money is on Israel. They've done this sort of thing before, it targeted their nieghbor hood, they want to know as much about Iran as possible, they have have a very succesfull tech sector. Motive, Means, everything but evidence.

My money is on Israel. They've done this sort of thing before, it targeted their nieghbor hood, they want to know as much about Iran as possible, they have have a very succesfull tech sector. Motive, Means, everything but evidence.

Russia has also done this kind of thing before (See:Stuxnet Virus attack), Iran is also in their very large neighborhood, Russia wants to limit Iran's influence to help keep the Muslim minority in Russia suppressed, and Russia has always been good at espionage. Motive, means, and still no evidence for either side.

I certainly don't disagree that it's possible for this to have been Israel's doing, but I think Russia is just more likely.

In decreasing order of likelihood: Russia, Israel, USA, Pakistan, PRC.

For one, it isn't targeted; it has been found in several countries. Two, it isn't sneaky; it's massive for a virus, the code is unobfuscated, and so forth, as described in the article I linked.

My guess would be its origin was as a fun project for a kiddy hacker*. The suspected means of distribution, phishing emails or infected websites, fully explains its geographical distribution: all of the known computers infected with the virus are in countries in which Arabic is a commonly spoken language.

*In this case, kiddy hacker doesn't necessarily mean young, but merely someone unaffiliated with official government cyberwarfare units and whose motivation is just for kicks.

I'm having trouble finding a definitive answer to that, but this would suggest "against".

They're definitely skilled at creating anti-virus, I know that much. I can count the infections my computer has gotten since I started using theirs on one hand, and they stopped happening entirely about a year ago. Of the infections that took root, all were expunged by the database updating within 24 hours. The only exception was one piece of bastard malware that kept reinstalling itself from registry files. I had just managed to figure that trick out when, sure enough, Kaspersky got the database update that expunged it.

CA Anti-Virus, on the other hand, is horrible and should never be used by anyone ever for any reason.

Hm..A) The virus has been seen in action in Israel, so they probably didn't put it in action. B) Kaspersky declined to say who did it, so whoever did put it in action is probably affiliated with someone in the Russian neighborhood.
