Does all the games in the Paradox War Chest activate on Steam? I've been meaning to pick up A House Divided for Victoria II and it's acutally cheaper to just buy the war chest. It appears however that VII and Gettysburg are "Online Game Codes" while the rest are "Downloads". I wish it was a little more transparent what is and isn't a steam key.

You can try it if you want. Copy the code it gives you in your digital games library, stick it into steam, see if its accepted.

I'm assuming that it will activate on Steam. It would seem a bit odd to give you an expansion pack that doesn't work with the base game. I was just trying to double check since I'm reasonably low on funds currently and I don't want to waste money (even if it is a small amount).

Don't assume. Digital copies from other venders are all over the place as far as Steam numbers go. DLC and expansions may not mesh with the base game.
