Yes, though it has been quite a while since its last major release. Blame Jonathan S. Fox, he maintains the current version. He keeps saying there's a new version being worked on, but it's supposed to come out EVENTUALLY. Just don't expect a new version any time soon.

More like I worked on the game for a few days with the intent of releasing an update, but only got half way there before moving back to something else; the trouble is that I'm in the middle of two game projects I'm working on for money, so it's hard to do hobby game development on the side as well.

For anyone who hasn't, I always suggest checking out Deon's mod, if you're looking for more updates:

Don't blame anyone, it's a free game.  Be happy we got it at all, in such a polished state.

Especially don't blame Jonathan, who has stated repeatedly that he would be leaving LCS development, only to come back.  We're lucky to have had his involvement for as long as it we have.

And there are other developers of LCS as well.  It just takes a while for them to come together and compile a release.  It's a lot like Dwarf Fortress in that regard, just with more people and no permanent commitment from anyone.  And no funding, don't forget that.   ;D

Nah, the last built release was in April 2011. Check the forum thread above this one.

More often if it's gone through a lengthy update dry spell like this one.

is there a newer one on sourceforge?

Agree, plus that's about the LAST thing *I* want to see from this kind of game - author spending valuable development time on useless graphics.

Somewhat, but it's not dramatically different. I'll again nod to Deon's mod as my suggestion if you want a more recent update than the last official one -- it incorporates many of the changes on Sourceforge, since he started his changes from the then-latest development version rather than the last release version.

You once said that your own updates did not count as official.

I know, that was only a month ago. :P

It's all relative. When I wrote that, I was giving the grand context to convey the point that even my own releases are only "official" because people are used to thinking of them as such.
