Dwarfs have a swimming skill, but there is no logical way to teach a Dwarf how to swim.
Enter bodyboards. Made out of a light material like wood or maybe even Pumice, held like a shield that allows a dwarf without any skill to swim until they can swim on there own.

Logically, Adamantine armor should work like a life preserver.

I suddenly have an image of a dwarf in one of those old-fashioned striped full-body swimming suits with a big ducky inner tube and inflatable wings, grumpy about being forced to swim.

Using a diving bell to reach the bottom of the water then digging a u bend to keep the water out of the fortress.
Maybe swimming up to the surface to trade. Though swimming goods back one by one would be a pain.
