El biography: Dr. Atrocity was a brilliant scientist in an industrialized nation who found his efforts constantly stymied by his ominous name, as well as concerns over safety and what exactly this research could be used for. And probably jealousy, he's pretty sure a lot of it was jealousy. In any case, his efforts to avoid these problems led him to take up residence in a somewhat troubled island nation, where his expertise was rare and nobody asked officials too many questions about just what exactly they were doing and how much it cost.
