Order all soldiers to the gates and towers. Arm all the soldiers you can. Send all noncombatants into shelter. Order them to attack whatever is following the vehicles.

It's nice to know how much soldiers stand at the gates and how much in the tower, easier for me to calculate then. Also, do you do anything about the defenses/closed gates.

Order the gates to be closed. Order four soldiers with rifles to the NE Watch tower. Six soldiers with rifles on the gate. Have two soldiers with rifles patrol along the fence. Then have the remaining twelve soldiers guard the noncombatants. Have all the noncombatants take shelter inside the Secret Research Lab

IF the gates + defences are likely to stop a car from bursting through, then close the gates.

Guns (12)
Position 5 soldiers with guns in hidden defensive locations, scattered around
(7 others ... )
4 on the N gate, 1 east , and 1 in the tower, although he should be the best shot, and 2 people up there as spotters also -

should we plan an ambush squad to head out one of the holes in the fence? (aiming to capture a vehicle or 2 )
a group of 5, with 1 gun
leaving ...
Soldiers (7 w/o guns)
4 on the front (so 4 guns, 4 w/o - vs 3 cars ... i don't like our chances ),

Capturing the cars would be the top aim if this gets violent

We can't repair the cars, so we should aim to capture them with minimum damage possible.

If they try to bust in, the people at the gate fall back to the bunker ( in an orderly manner), the people at the side slip out and attempt to approach the rear car unseen, aiming to capture it.
Once any group have committed to being inside enough that retreat is not easy trigger the ambush with the 5 people hidden, and hope that in the confusion we can capture some stuff (25 people vs 3 cars, we should have a numbers advantage).
I'm unsure if we should aim to capture people, or equipment - aiming to do both is less likely to succeed when they have superior maneuverability, and possibly superior arms.

Hell if I know.  Pretty humourous suggestion, but utterly useless in the case of roleplaying, if indeed the whole game world was one whole huge ass field of fruit.

I vote we take the risk and let the vehicles in.

Position six gun soldiers on the tower, and four armed and seven unarmed at the gate. Two armed and six unarmed soldiers will patrol the fence together.

Open the north gate, try to close it just after the last vehicle enters. Move any anti-vehicle defenses blocking the gate to the sides. Use pieces of green cloth to signal the vehicles inside the gate. Once inside, have their warriors take up a position along the gate. Have a small amount of water and bandages nearby for them, and a pair scientists to take care of their wounded.

Open fire at the pursuers, unless they're obviously trying to be diplomatic or fall back.

The cars don't have guns on them right?  Let them in.  If the guys pull anything, kill them.
They're armored( Just makeshift metal plating though) and I think they've been smart enough to leave holes to shoot through.

let them in, but get everyone hidden once they are through slam the gates shut (Those people will find places to hide nearby) and wait for the enemy to show themselves. When they arrive have everyone with guns open fire at once, concentrating on weak-points in the enemy

Team A ( 6 armed soldiers): Team A takes up their position in the North East Watchtower
Team B (4 armed, 7 unarmed soldiers) : Team B take up their position next to the gates and prepare to open and close it
Team C (2 armed and 6 unarmed soldiers ) Team C  starts to patrol the fence.

As the vehicles come closer you can clearly see what was chasing them. Four giant Quadropedal pedal monstorities are following the armored cars, only held at bay by the occasional shots coming from inside the vehicles. You're pretty sure they could easily topple over the cars, as they're almost 2 meters tall. You ready your men and order them to fire at the first monstority.  Their shots hit the beast, but most of them are easilly deflected. Several shots manage to penetrate the boneplated skull and eventually the thing goes down.

There are still three left though, and they attack the last of the vehicle. Despite their furious onslaught, the driver manages to dodge all the attacks. You take up your special solar charged rifle and aim, hitting the one of the monstorities in the head. It shrugs of the attack though.  As the vehicles come closer, team B takes up their weapons and prepares to fire.
The four armed soldiers take aim and fire. Most of the shots bounce of, but at least the monster seems hurt. The other soldiers take some sharp rocks and throw them really hard. As is to be expected, they all bounce off.

The Vehicles race through the gate, which is immediatly closed behind them. The wounded monster turns and looks for another entrance. The other two continue their charge, easily overrunning the vehicle defenses. They slam against the gates. The gate moans and bends under the pressure, but the locks hold for now. Meanwhile Team C is taking on the wounded guard. While the unarmed soldiers are unable to do any damage, the armed ones manage to hit some weak spots near the belly. The monster jumps against the fence in agony, but it is unable to damage it.

Meanwhile 10 soldiers have disembarked from the vehicle and are making their way to the tower, while 5 others are assembling some kind of heavy weapon.

( YOu guys rolled crazy good. You took out one of the things right in the beginning and managed to seriously hurt the other)

To Do: Name the monstorities

They only have 4 legs.

Any priorities on which of the monstorities to fire first. Or anything smart I might not expect.

Kill the monsters, or injure them to the point where they don't pose a threat.  Focus fire on one at a time, starting with the wounded one.  Also, if we have a solar powered rifle, or any other crazy shit like that, you should probably tell us.  When you said we had 12 rifles, I assumed they were 2070 versions of modern assault rifles.

Those are  2070 versions of modern day rifles. You,as important person, just got a one time special edition solar powered gun.( Like in, near unfindable and buildable).
As for the monster, they're one of the leftovers from the war. There aren't much of them.

Also
What weapons can we create? Could we build those fancy 2070 rifles or we lack technology/resources?
If they are not possible I would try making something easier like early XX century guns, granades, and landmines.
If even that is not possible then crossbows should be done. They are easy to use and always better than thrown rocks. Bows and sling require too much of skill to use right now.

Also we could get some melee weapons(spears?) just in case.
