Hit 'c' for the Civilizations screen. Is there a Goblin civilization? If not, you won't ever get them. Maybe you're on a continent with no gobbos, or maybe someone else killed them off during worldgen.

Huh, Melissia wants to rule the world. Too bad you can't take that army and embark it at a goblin tower.
