pop cap and immigrants

Even though I have my pop cap set at 10,  every time immigrants usually come I still get one.  It's always one immigrant, and I get about 2-3 per year.  At this rate it's actually not too bad, despite their generally useless skills, as I can accommodate them at about the rate that they show up.  But it still leaves me with the feeling that there's still something wrong with the pop cap.

My immigrants are completely disregarding the population cap.  I have it set at 20; I had 15 dwarves, then the last group of immigrants arrived with 13 more, putting me at 28.  I'm running a very large site and wanted the population low to help save my FPS, which has tanked now that the immigrants have arrived.

Enlist them, place them inside a death trap, set if off, and enjoy.
... not only will you get rid of your extra dwarfs, you'll also have fewer the next time they come (since the number of dwarfs that come is partly based off how many dwarfs died recently).

I think this is normal, you get regular immigrant amounts until you are OVER your limit.  so if the normal amount of immigrants you are expected to get because of wealth, etc. is 12 immigrants but that puts you over your limit it doesn't take that into account.  It's more of a soft-cap instead of an actual limit.  Once you are over the limit the game should stop sending immigrants.  But if they start dying and you are 1 person below the cap, you could get a full immigration again.

I had my pop cap set at 20. I got my first wave the first summer and another in the fall. After this I had 20 dwarves. Next spring I got another 8, and in the summer, another 9. With a couple deaths, I am now at 35 dwarves out of a cap of 20.

Someone told me that population growth is determined at the beginning of the year. So you'll continue to get a flood of dwarves until winter sets in. Then it will realize you're over the limit and shut down.
