Not very well.  I've tried on mine, and even if the framerate was decent, df with a tiny keyboard is frustrating.

Change worldgen to only one cavern layer, use a tiny world and tiny embark, and it'll actually run well. At least to start with.

It's not an embark so much as seven dwarves having a simultaneous strange mood and going off to build an artifact fortress that menaces with spikes of awesome and hanging rings of death.

Ehh, in nanofort, 1 cavern no temperature/sieges and dorfs limited to 20 in init it will still go under 100fps in less than 2 dorfyears and keep going down.
Processor is what it really comes down to and netbooks suck in that aspect (and every other games related aspect).

I had a basically similar machine for a while. On embark in a small region with all the options on, I got a bit under 20FPS in .40d.
.31.13 has code optimisation mentioned prominently in its announcement thread, and there's a whole wiki-page devoted to ways of improving your framerate, but you're going to have to get used to giving your dwarves their instructions and finding something else to do for five or ten minutes while they're carried out.

Never used Dwarf Therapist, mods or tilesets in all the years I've been playing.
I think Toady's confusing interface better simulates the experience of a bunch of disorganised drunken dwarves running a fort.
