You'll still need them to "hang in the air", as floodgates do not create floors above them and so you cannot construct another floodgate above one. To build multiple levels of these floorless floodgates you will need to build from the top down using the constructed wall deconstructed method.

And just what would that method entail? Can you explain?

I always thought I can't build anything on floors, since when I try df says "construction already present". Found that out the hard way, when I tried to build traps on paved roads and the entrance hall which I checkerboard-paved with different colored rocks. :( It looked awesome, but I had to destroy it to build traps....

Construct a wall.  Construct a floodgate on top of the wall.  Deconstruct the wall.  The floodgate will remain floating in midair.  It works, I just verified it for myself last night.
