This is an excellent idea, and it opens up more weapon possibilities.
To implement this, we would need more parameters and tags for weapons:
[BEND_ON_IMPACT] would make it harder to remove and change a *Wooden Javelin* into a *Bent Wooden Javelin*
[WEAPON_SECONDARY] could make the dwarf carry it as an additional weapon, such as aforementioned *Wooden Javelin*
[THROWN] is pretty self-explanatory
[SHIELD_STICK] would make a weapon possibly embed itself into a shield and add its weight to the shield, in addition to the possibility of sticking in the target. If the wielder of the weapon still has control (i.e. it was not thrown and his wielding arm is intact), they could possibly use an attack to rip the shield out of the bearer's hand.

Edit: [SHIELD_STICK] would also impair the block chance of a shield with a weapon in it, making it not worth the encumberance as stated below by eerr.

Making shields heavier won't do anything if the stat growth isn't heavily curbed

Then we make heavier javelins.
Also, It's purpose is to reduce the block chance so much the encumbrance isn't worthwhile.
