Someone should probably test and see what happens if you kill off a goblin caravan. Hopefully they'd go to good old war
with your civilization again.

Well, modding in races seems to have worked for me. Dwarves may or may not be at war when the game starts, but they're usually pretty involved historically in wars with the various races now.
