I ask because I want to make a GCS silk farm using a goblin so I don't have an angry, hostile cave spider scaring the gatherers. But if they do scare dwarves anyway, I'll just leave it untamed. Makes it easy for me either way, just which is easier

I think you can drop webs down to another level using drawbridges.

If chained goblins don’t scare civvies, they won’t provoke either.

If they are on a chain they are basically exactly the same as unchained save that their movement is restricted.

Creatures can also break/escape chains. I had a necromancer break free of a regular quality iron chain, and a giant get out of a regular steel one. Quality seems to make this less likely, since I put them in exceptional ones and they were unable to leave.
