1902 artillery improvment program: the 1902 artillery improvment program has two. Firstly is to aims convert our Shonkhor cannons to the La Hitte system. This will allow us to convert them to shell firing muzzle loaded rifles. The second opjective is to lighten the cannon and gun carriage,  and improve the rate of fire.

Model 1902 Artillery Rifling System
Based on the French La Hitte system, our Shonkhor cannons are modified to be rifled with elongated, almost rifle-bullet-shaped shot following the grooves in said rifling uses a set of metal lugs. The cannons themselves are lightened and a firing guide included with each gun, allowing proper education to improve fire rate.

Hopefully makes it clearer that we don't actually want shells, yet. I...really didn't want to spend a full turn apiece on rifles and cannons, but I guess that's the hand we've been dealt.

M1902 Artillery Rifling System, Average (3+1) Below average
The M1902 Artillery Rifling System is a modified version of our cannon based on a system that the french stopped using over thirty years ago, though that is a good first step to get to at the very least. The tests from the prototype have shown us that the gun is in fact a weapon that works and is more accurate then before but there is a slight issue that propped up, with the guns weight lightened and the gun elongated, the cannon when under stressful conditions has a chance to burst, luckily this an uncommon instance, being what we estimate a one in a hundred chance at most and the burst tends to happen near the front of the barrel meaning the people manning it usually get out with only minor wounds, though obviously it is still an issue. Luckily, it is much easier to move and aim thanks to the weight reduction despite this issue, which probably makes up for that fact when you combine it with the improved accuracy. Though, the reloading isn't too much faster than our old cannon, sadly, but still a second saved can change the tide in battle...
