Nether-cap burns (try to use a nether-cap mine cart to haul magma, for instance). When it comes to shields, feather-wood shields are better than nether-cap against dragon fire as they're lighter (and wooden shields don't catch fire when blocking it, regardless of the kind of wood they're made from).
Remember that real world logic doesn't necessarily apply to DF (magma safe ice walls, anyone?).

so there isn't a non-flammable material to make ballista out of?

Don't think unless you mod it in (allowing petrified wood?).
