I usually embark with exclusively turtles as a food source (aside from other individual meats for the sake of barrels). Unless you get farming up before your dwarves first decide to eat, this will give you a few initial shells to work with. It will also give you lots and lots of bones, which can be useful for training marksdwarves.

AFAIK, shells will in fact decay if they're not placed in a stockpile. Certainly I've had them disappear without being used.
