Given that as how loyalty works in the game in relation to civs, you must be at peace with the goblins (conquerer/conqueree) by the very fact that they turn up. If you were at war they would have not arrived in the first place, and if you were to suddenly declare war, the loyalty cascade would set all those gobbos to hostile meaning a siege on your very doorstep.
That only applies to goblins visiting from goblin civs. The visiting goblin poets could be from anywhere. Almost every civ has a goblin population these days.

Okay, I've started a new fort. Year 2, population 20.

A VILE FORCE OF DARKNESS HAS ARRIVED!

SIEGE.

Okay, it's only 3 goblins, a bowman and 2 recruits, but the announcement and the popping up at map edge instead of being uncovered from sneaking means this is a siege and not an ambush.

So this whole "you will not get sieges under 80 population" thing just isn't true.

I have gotten the same in 0.40.24 (and just now in 0.42.03) as well, although I change the siege cap to 20, and I've been above that every time, so I couldn't tell.
However, this weird behavior of them showing up and then all of them, or most of them immediately disappearing when you unpause has been proposed to be due to them not actually being after you, but rather being en route to somewhere else and happening to step onto your turf. The pathetic remainders would then be distracted invaders who missed when the rest of them left.

If that explanation is correct, it would mean the 80 cap sort of holds, but you can still get in their way before that.

Martinuzz isn't the only one on the forum who's reported pre 80 sieges, so I think there's something that happens at times. It would be interesting to know if all of these premature sieges are stunted, or if some of them are full ones.

Back in .34 I got a huge siege of several squads of goblins with flying mounts and trolls way before pop 80 but I don't know about this new version.

I'm now at pop 200, worth 5 mil and I've only had one siege so far, a few snatchers and titans but I wonder if the siege frequency is buggy again. There was an upsetting time in .40 when you only got sieges until you saved the game for the first time.
