How Does DEFAULT_IMPROVEMENT work?

I've recently resumed work on a mod I starting working on long ago (Like, 34.11) and after noticing DEFAULT_IMPROVEMENT, I tried to implement it for a weapon, as shown:

I've played in both arena and adventure mode. Rifles are getting made, but without the improvements. Does DEFAULT_IMPROVEMENT even work on things other than tools? I can't find much information on this subject.
