Not necessarily. Bandit leader types can also be found in refugee groups. So your queen and entourage are refugees from your capitol, which was probably invaded a few weeks before you embarked during the world advancement.

Could they be a bandit group?  That would be pretty sweet.

Would be cool to see the 'legends mode' info on that queen.

It's not a bug, it's a feature.

But really, it's just pure chance. He happened to embark on top of a refugee camp that also just happened to contain his queen. The bug is that they didn't join his fortress.

DFhack's tweak-makeown can help with that part.

Its only a bug if she does not join the fortress after it becomes a mountain home. 

If she does not yet have any reason to move in, it is still a feature.

My first thought was that refugees you embark upon should more or less immediately join the new fortress - then I remembered what players tend to do with "useless" dwarves (especially nobles). I would rather stay in the tent outside and fend for myself, thank you very much!
