Game Mechanics
Now, once the leaders have been chosen, this is where a few of the mechanics come in during a Pre-War Build Phase.
Each leader must select places for:
-Their capital
-1 Mine anywhere near at least 1 Mountain Tile.
-1 Logging Camp near at least 1 Forest Tile.
-1 Factory anywhere.
-1 Oil Well on one of a few predetermined spots.
-2 Farm plots anywhere on fertile soil (basically anywhere that isn't the ocean or mountains or already where a building is.)
-At most 8 tiles worth of roads.
-1 Port anywhere along the coast.
-Mines will generate minerals (catch-all term for stone, metals, etc.)
-Logging Camps generate Lumber (used in construction along with minerals if required.)
-Factories generate 1 Infantry per 2 turns. Timer until next unit will be displayed on the factory tile. Each factory also provides 0.25 build points.
-The Capital does nothing, but if it is taken over you lose. All buildings must connect to it.
-Each Oil Well provides 4 units of fuel. Fuel is used for navies. Small ships use 1 fuel and big ships use 3.
-When a building isn't connected to the capital by roads, then the time it takes for its output to be produced is twice as high. All buildings, unless stated otherwise, produce their resource every turn. All buildings, excluding lumber mills and farm plots, count as roads. As long as a road reaches a tile NEXT to a building, that building is connected. Roads built through mountains will cost three times as many build points (will go into detail soon.)
-Farm plots are required if you want a larger army. Each plot produces two food. Each infantry unit consumes one food. If you run out of food, then troops will gain an effect which lowers their combat effectiveness and all factories will stop producing infantry. As long as you have one farm plot per two infantry, your armies will not get this negative status.
-Ports build ships. A small ship takes 1 turn and a large ship takes 2.
Each turn, you are allowed 1 build point plus 0.25 from each extra factory. Building more factories also increases upkeep costs.
-Factories cost 2 BP
-Ports cost 3 BP. Maximum of 2 Ports.
-Roads cost 0.25 BP(and if through a mountain tile, 0.75.)
-Mines cost 1 BP.
-Logging Camps cost 1 BP.
-Oil wells cost 2 BP.
-Farm plots do not cost build points, but they do take one turn to create.
