Design a tough training regime for 6 months.

First 2 months is pure conditioning and testing of mental fortitude while under pressure.
Next month is arms training with our new weapons.
For two months tactical training with weapons with added training for survival in mountain forrests.
Final month is a campaign movement as soldiers are marched through harsh lands and are to use their training to survive.

Structure.

Squads of 15 men with one being a sergeant and a communications specialist.

Drill sergeants and trainers are to be armed at all times and ready to defend themselves by the third month at all times.

The problem I can see with recruiting regulars is that the people of Phoenix would rather join the Guard, and provincials would rather join the militia. At this point we should take what we can get.

In my mind, these militiamen are hard men living in a hard land, so survival training and conditioning seem redundant to me. One month should be enough to familiarize the militiamen with the new weapons and with military discipline. Then, let's send them home, but ask for a hundred men from each province, preferably those who've seen combat against raiders or tribals, to stay for say two more months to be trained as instructors and NCOs. They can go back and whip their comrades into shape.

Meanwhile, we can hold a conference with the governors and militia commanders and put forward a plan for ongoing duty for the militia, something like one week of training a month.

If the militia cannot be created into a decent fighting force then so be it.

We should train, arm, and command an army that will listen to us. Plus I'm sure everyone who wanted a stronger military would want to join a new fighting force. We just need to run some ads that show off our need to train a fighting force that will fight any enemy, against any odds, and protect our nation from any invader or bandit.

I agree that we need a force that recognizes that we are at the top of the chain of command. The militia is not that force. However, taking them from "farmers with bolt-action hunting rifles" to "trained reservists with modern weapons" is in our best interests, and is something we could tackle right now, and it would give us some much needed credibility. But let's put all of that on hold for now, tell the Prez we'll think about it, and come back to it later.

Let's work on something we all agree on, getting some regulars. I propose that we start by recruiting a thousand men from the city of Phoenix into a new Light Cavalry Regiment.The problem with recruiting in Phoenix is the the people are too high and mighty, so we advertise how prestigious and glamorous it is to be a cavalryman. I think it will probably be easier to find recruits for our cavalry rather than for our infantry.

To equip our cavalry, we should contact horse breeders like Ghazkull suggested earlier, use the first shipment of Wolf Pack equipment, and maybe throw in a sword or a spear if only for propaganda purposes. To train them, I think 3man's plan looks good if we teach riding over the course of the conditioning and arms training months.
