Empire City. The "City of Dreams," where poor dreamers come to strike their fortune. A city of contradictions, the richest city in the world, and, at the same time, a city full of the poor and the starving. A recent economic crisis hit the city hard, with widespread business closures, and thousands of unemployed workers filling the streets. Crime spiked, the economy dropped, and the rich continued their extravagant lifestyle as thousands starved in the streets.
One day, during a terrible downpour, you slogged through the mud to the corner store you work at, and opened up. You slogged through yet another day of menial labor, wondering how your dreams turned into this, and were just beginning to come to terms with the idea of spending the rest of your life working here, when the owner stepped through the door. You'd known the owner for years, and had noticed, over time, that the more junior employees were slowly disappearing, but you thought little of it. That is, until you were sacked. The owner said he was sorry, that he just couldn't afford to pay your salary, but you didn't care. There were thousands of other dreamers competing for every job, you knew, and your chances of finding one with the economy this bad were slim to none.
You trudged home, wondering how you were going to support yourself, and walked into your small apartment. It's tiny, and dirty, but at least you have a bed. You had been planning on paying your rent with your next paycheck, but you know that, even with your last paycheck, you still won't be able to pay. You sit on the edge of your bed, and, after a few moments, pull a small box out from under it. You open the box, and see an old revolver, plus six bullets. You had brought it with you to Empire City, worried about being mugged, or someone breaking into your apartment, but, now, you see it as an escape.
Alright, this is a crime suggestion game, taking place in a fantasy world. The closest comparison is probably depression-era New York, but it was much, much worse in this game then it was in real life. You're just another dreamer in Empire City, unemployed, broke, and hoping for a break. Unlike most of them, however, you have a gun, and, hopefully, some kind of plan. Your only goal in life is to make enough money off of crime to pay your rent, but, eventually, you'll probably want more then that.
