So Im playing version 0.40.3 and Im designating stone for dumping but nothing happens...
Whats wrong?

Enable in the 'o'rder menu for Dwarfs to collect refuse from 'outside'.
In that version the game got messed up in regards of outside and inside.

Most probably will work fine again in the next version.

DF is currenty heavy in mid development, so the occational bug might gonna show up only to be squished again.

Just give Toady a few days time to update.

In addition to outside/inside bug, did you make a garbage zone (i) for the dumped items? This is different than a refuse stockpile. A one tile garbage zone will hold everything you set as dump and the dumped items will be forbidden. You can reclaim individual items from the stack by looking (k) at them, or designate the entire stack to be reclaimed with the (d)>(b) menu.
