Slaughter in a Fortress

I sent 3 of my armed soldiers to the training room, where I throwed a goblin. They quickly killed him, so I wanted to throw another goblin inside, but he somehow escaped and caused citizens to flee in terror. So I sent my brave militia to handle this problem. Captain of the Guard walked up to him and cleaved through his head, horrifying a farmer, then stated that he wants his revenge and... the slaughter has begun. Everyone started fighting with everyone.

After my captain of the guard stater that he wants revenge, he attacked a dwarven child.

Then my militia killed a farmer, clothier started punching mayor, dwarven children started an insurrection over their dead friend(s), and my captain of the guard kept killing everyone.
A bug or this is how morale and fear works now?  :P

I suppose I might have posted as a bug report, but I first wanted to know if it's as uncommon as it looks like.

And next time, lock the doors of the training room. Also, if your dwarves are killing them so quickly give them wooden training weapons

It was not a goblin that was a problem. My militia killed him very quickly. What happened next was a problem.
I neglected to mention that there were no tantrums.

the pitting bug makes dwarves attack other dwarves when goblins escape
