They quickly killed him, so I wanted to throw another goblin inside, but he somehow escaped and caused citizens to flee in terror. So I sent my brave militia to handle this problem. Captain of the Guard walked up to him and cleaved through his head, horrifying a farmer, then stated that he wants his revenge and... the slaughter has begun. Everyone started fighting with everyone.

Then my militia killed a farmer, clothier started punching mayor, dwarven children started an insurrection over their dead friend(s), and my captain of the guard kept killing everyone.
A bug or this is how morale and fear works now?
I suppose I might have posted as a bug report, but I first wanted to know if it's as uncommon as it looks like.
