They said that about a lot of things.
Manipulation of quantum effects can be used to simulate the effects of exotic matter. It's very hard to do outside of labscale experiments, but it is possible.

Besides, if it were impossible, it would be a bad comparison. As making a chemical reaction that results in apparently emergent and intelligent behaviour has been done before.

It's more about the energy required which would be higher than the (estimated) mass of the universe. And the 'blowing up' at destination.

The first has been debunked for quite some time already. First we narrowed it down to 3 solar masses, then a large gasgiant and now the mass energy equivalent of a small sattelite.

The real problem is that we also need a negative amount of energy, for some reason. (Hence the exotic matter). The Blowing up at destination is

a)Theoretical
b)Not so dangerous, provided the craft isn't aiming  straight at where it wants to go
c)Probably overshadowed by Hawking radiation, and other effects on the crew.

Hence why periods of great brain activity tend to lead towards a perception of time going faster, and periods of lower activity (when you're doing stuff you're familiar with, not taking in anything new) lead to the perception of time going slower.

I think you got this backwards :P
