You have an opportunity to recover from the spiral (for certain values of recover) if you can find your vampire.

Once you find him, seal him up in a room with no exit.  Since vampires don't need to eat or drink, he'll never starve to death or dehydrate.  Even if the tantrum spiral takes everyone else in the fortress out, the vampire should survive.*  As a last ditch effort, you could have a fort consisting of a single, locked-up vampire dwarf.  Then wait for new migrants to arrive to start cleaning up the mess.

And as others have said, the first thing should be slabbing all those ghosts.

* - Can ghosts kill vampires?  Vampires are much tougher and stronger than regular dwarfs, so a ghost trying to bludgeon a vampire to death may be fruitless and only result in a highly brused but living vampire.  This could be a chance to do some !Science! if you can find your vampire.  Lock him up and wait until he is the last one left and see if ghosts can beat him to death.

I don't understand, though that is about right with anything DF related.
I just hope he dies the same death that all dwarfs deserve: liver disease.

That is a very good point. That vampire could ironically be your key to survival, if you can make sure to put all those ghosts to rest somehow. You don't have to seal him up with no exit, though. Just lock the door.
