Sure, that would be a 100% valid complaint if you didn't already have a lovely office, a 3x3 room furnished with chair and table.

It's outside and made of constructed walls of clay, with a roof that slopes up leaving one tile of empty space over the table itself, with a door to enclose it all.

Wtf?

Have you officially assigned the room to the bookkeeper yet? q the chair, set the room size and make sure you assign it to the dwarf in question.

Also make sure the bookkeeper is not restrained by locked doors, burrows, military alerts, etc. and can actually path to the office.
