Correct. Crime should always be followed by punishment. That creates the required deterrent effect. If the person punished turns out to be the one who committed the crime, that's just a bonus.

This is called the Urist McVetinari school of justice.

Entirely not! Vetinari wouldn't just go for the deterring effect, this sounds more like how some Überwald family would work.

Actually, that is how Vetinari does it.  All that's missing from the post I quoted is the "And since everyone in Ankh-Morpork is guilty of something, it means that, in net terms, justice is served."
