I'm curious what's going on here.  Since context is probably important, I'll explain what was going on.  There was an aqueduct 'accident,' and the fortress was slowly filling up from the entrance.  Most of the inhabitants wound up in lower levels, and as the rooms filled up they started to get really hungry. 

I can only imagine that the dwarves were looking for small animals to eat.  Could this be a reasonable way to control pests?  Will dwarves actually sustain themselves this way?

Hungry dwarves do, in desperation, eat critters when starving.

A single dwarf could sustain himself like this, but a whole fortress couldn't live off of it, not enough bugs. Even if you could, they would eventually tantrum from the MASSIVE BAD THOUGHTS created from eating small animals.

Why couldn't my vampire Hammerer eat someone useless, like a migrant? Instead, she went after my only gemcutter.. but sadly there were no witnesses, so I convicted someone's pet duck as the murderer.  It got off easy, with no beatings or jail time.  >.<

I heartily agree.

I think I might try to make a fortress somewhere in a desert where they are all desperate for food.  I'll see how long it can last! :D
