No, but Windows is weird enough as it is with the lack of IE removalableness.

If everything ran through IE there would be crap for browser security.

Fixed.... apparently I had to disable the proxy for explorer as well. Don't ask me why, I was just messing around.

Weird though.... Do all things run through IE?

No, but IE does use your global OS internet settings instead of having its own proxy settings. You could have accomplished the same thing by accessing "Internet Options" from your control panel.
