Well, no idea what's going on then.
EDIT: Nevermind, it looks like talking is going on.
Still waiting for someone to pick up the Carpenter's Workshop and make an axe.
Too busy trying to get food, I guess.
Someone is building some floors I ordered over ramps, to prevent stuff from coming out of the water and onto my little island.
SECOND EDIT: Oh hey, a bismuth bronze pick on the ground. Yay!
Now I need to get the second miner to use it instead of his (presumably worse) copper pick.
Which I have never successfully done before, so...

Except it was actually already closed, and for some reason I couldn't see that.

No. Ghosts appear if you leave dorfs dead and unburied/unmemorialised for too long. My one-dwarf fort on a mirthful waterfall was haunted by the ghost of the furnace operator who drowned when the river the wagon was parked on thawed.
