On a related note, if I kill the elven diplomat, will I get another, assuming I don't necessarily want to be at war forever?

Nope, once you lose the diplomat, you don't get another.

In the new release, I know we are suppoused to get a new dwarven liason if the first one dies of whatever causes, but not sure about diplomats and liasons from other civs.
