Here's a minor exploit I use.  When training up a mason and/or trying to use up junk rock, I will build a mason's shop and then set it to repeatedly make blocks.  With no block stockpiles free, it will soon become cluttered with hundreds of rock blocks.  Once sufficiently cluttered, I will cancel the job and deconstruct the shop.  Deconstructing the shop will leave behind a messy pile of blocks.  Immediately I designate a block stockpile where the shop was, resulting in a very densely packed block stockpile and eliminating the labor that would have been spent hauling blocks from the shop to a stockpile somewhere.  Once you get to a certain amount of clutter, it's easier to just build a new workshop and turn the old shop into a stockpile than to clear the blocks out.
