The crazy nazi's had a bell shaped flying saucer..  that was pretty cool actually... They also had some really advanced engine designs.

Too bad they didnt try and change the world for the better rather than killing Jews and anyone who did not fit the image of the perfect German.

Well, meandering off the other bit... why not avoid the question of whether the technology being right or not, by not implementing steam powered structures?

Instead, implement steam pressure, and then let players come up with ways to manipulate it for interesting uses ( stick a windmill in front of a steam release.. of the top of my head ).  I mean, god knows, the computer's beyond dwarven tech level.. but that didn't stop someone developing the dwarfputer.
