 Also, is that skyscraper to scale?

It is "too scale" in that the numbers on the pic represent levels, It is NOT to scale of the original building which is over 1000ft tall.  The finished Tower IM working on will be about 75zLevels, so, however large that is.

 I mean how tall the segments are in proportion to the z-levels they will use.
